WaterLine Engineering Consultants
Based in Whakatane, Waterline’s Principal is Steve Everitt, he provides project management and civil engineering advice to clients in the Eastern Bay of Plenty and throughout New Zealand.
“I am especially interested by the interaction of water, the ground and engineered structures such as hydropower, stopbanks, river works, groundwater extraction and erosion controls. I have been practicing since 1999 after I completed the re-build of Matahina Dam for the Electricity Corporation. I live in Ohope with my family and am an active member of the Whakatane Surf Lifesaving Club and the Central Bay of Plenty Hockey Association.”
Steve Everitt is Opotiki District Council’s Project Manager on the Harbour Improvement Investigations. His role is to plan, organise and control the work of the various expert consultants to meet the Council's expectations on time, cost and quality. He coordinates meetings, reports to Council, provides information to the consultants and ensures good communication exists between all parties.

DHI have been responsible for the technical design aspects of the study. This has included managing the field data collection programme, undertaking detailed numerical modelling analysis and managing the preliminary design. DHI’s prime role has been in the numerical modelling studies, where we have applied a wide range of highly specialised software (developed by DHI) to analyse a range of issues, including:
- River flows and sediment loads
- Offshore waves, tides and currents
- Coastal sediment movements
- Dynamic behaviour of the existing mouth
- Performance of proposed training wall layouts
- Navigation aspects
- Environmental impacts, including changes to flood levels and salinity concentrations

Landscape Architect
Rachel de Lambert, Dip L.A. (distnc), B. Hort. Sci, Fellow NZILA, Registered Landscape Architect, ICOMOS
Rachel is a landscape architect and Director of Boffa Miskell. She has some 20 years practice experience spanning the breadth of landscape architecture including landscape planning and expert witness projects through to large scale site planning / master planning to conceptual design across a range of scales.
Rachel has participated in a considerable number of landscape resource evaluation projects including for the Waikato, Tauranga, Western Bay of Plenty, Whakatane, Waitakere, North Shore, Rotorua, Bay of Plenty, Gisborne and Auckland District / Regional Councils.
Rachel has provided Environment Bay of Plenty (Environment BoP) with ongoing advice in relation to the criteria for the assessment of significant landscapes and undertook the Regional Coastal Environment Landscape Assessment review (having also been involved in the initial study) during 2005 / 2006.
Rachel contributed to the Environment Waikato Technical Report 2000/4 “Natural Character, Concept Development in New Zealand Law Planning and Policy” and has undertaken a wide range of projects that address issues related to the natural character of the coastal environment.
As a landscape architect Rachel works closely with ecologists, engineers and other technical specialists to avoid the potential adverse effects of development where possible. She also seeks design outcomes that provide integral mitigation of effects to achieve the best possible environmental as well as social, cultural and economic outcomes.

Wildland Consultants Ltd is part of a multi-disciplinary study team that will assess potential ecological effects of the construction and operational activities of improvements to boat access to the Waioeka harbour entrance. Baseline field surveys of vegetation and habitats are currently being undertaken.

William Shaw - Principal Ecologist, Director
William is a very experienced ecologist who has consulted widely in New Zealand on natural area surveys, ecosystem and species restoration, assessments of environmental effects, and assessments of ecological significance.
Maggie Bayfield – Ecologist
Maggie is an experienced ecologist who has extensive experience in biological surveys and assessments of significant areas for local authorities. Maggie has also worked with many landowners to manage and restore natural areas on private land.
Dr Chris Bycroft – Survey and Monitoring Specialist
Chris has experience in detailed mapping and assessment of vegetation, fauna monitoring, and assessment of effects of developments such as proposed new roads and landfills.
